A short fill e-liquid bottle contains no nicotine, so it can be larger than 10 ml without violating the TPD. Just add a nicotine shot, and the e-liquid is ready to use.

A short fill e-liquid contains no nicotine. Assuming that you do want nicotine, you’ll need to buy at least one nicotine shot for every bottle of short fill e-liquid. A short fill e-liquid arrives with either 10 or 20 ml of empty space. Two common short fill e-liquid sizes are 60 ml (containing 50 ml of e-liquid) and 120 ml (containing 100 ml of e-liquid). When you receive your e-liquid and nicotine shot(s), you’ll open the bottle of e-liquid by prying off the top, dump the full contents of one or two nicotine shots into the bottle, close the bottle and give it a good shake to create your final e-liquid.
